Results of the NACP's work in 2025: State control in the sphere of political party financing

In 2025, the National Agency on Corruption Prevention (NACP) ensured the implementation of key instruments of state control over the activities of political parties and transparency in the field of political party financing.

«The launch of the updated POLITDATA 2.0 register and 100% verification of reports is an indicator of a new level of state control over the activities of political parties. NACP has modernised a convenient IT tool that allows the public to see who finances political parties and how, makes it easier for parties to report on their activities, and enables NACP to verify them effectively. The results of the NACP's work in 2025 show that we are gradually implementing European standards of accountability,» said Head of the NACP Viktor Pavlushchyk.

Modernisation of the POLITDATA 2.0 register

On 1 July 2025, a modernised version of the Unified State Register of Political Parties' Reports on Property, Income, Expenditures and Financial Obligations — POLITDATA 2.0 — was launched.

The registry has a new design, improved navigation, and expanded search capabilities. New technical tools have been introduced for political parties, simplifying and speeding up the reporting process.

Political party reporting and report verification

In 2025, more than 260 political parties reported on their activities. The NACP verified 100% of the reports submitted, namely 1,170 reports from the central offices of political parties, including:

  • 7 reports for 2021 (quarterly or annual);
  • 17 reports for 2022 (quarterly or annual);
  • 21 reports for 2023 (quarterly or annual);
  • 348 reports for the first, second, third, and fourth quarters of 2024;
  • 777 reports for the first, second, and third quarters of 2025.

Focus on preventing violations

The NACP focuses on implementing preventive measures aimed at reducing the number of violations in reports submitted by political parties, in particular by providing information that helps prevent the inclusion of inaccurate information in reports. This has led to a decrease in the number of violations detected by the NACP compared to 2024. Thus, according to the results of the verification of reports in 2025, violations were detected in 279 reports of political parties (724 reports in 2024). Financial violations were found in 100 reports, in almost every third report.

During 2025, the NACP drew up 732 reports on administrative offences. As a result of the consideration of these reports, 582 decisions were made, of which 417 reports resulted in a decision to impose a fine and/or confiscate the amount of the contribution (72%). The total amount of administrative penalties in the form of fines in 2025 amounted to over UAH 1 million 834 thousand, and the total amount of confiscated contributions to political parties amounted to UAH 150.9 thousand.

For comparison: in 2024, 1,778 conclusions were drawn up and approved, violations were identified in 724 reports of political parties, of which 221 involved financial violations. In addition, 609 reports of administrative offences were drawn up. As a result of the consideration of these reports, 607 decisions were made, of which 354 reports resulted in decisions to impose fines and/or confiscate contributions (58%).

Also, in 2025, the NACP sent 5 reports of criminal offences to law enforcement agencies (Parts 1 and 2 of Article 159-1 of the Criminal Code of Ukraine (CCU)/Part 1 of Article 358 of the CCU) and issued one prescription in accordance with Article 20 of the Law of Ukraine ‘On Political Parties in Ukraine’. 

Financing of political parties

In 2025, the NACP ensured quarterly approval of the distribution of funds allocated from the state budget to finance political parties in the amount of over UAH 768 million. In particular:

  • The Servant of the People political party was financed with UAH 519.6 million;
  • European Solidarity received UAH 150 million;
  • The All-Ukrainian Union “Fatherland” received UAH 98.6 million.

No state funding was provided for the statutory activities of the political parties Opposition Platform – For Life (due to the ban on its activities) and Holos(taking into account the suspension and termination of its funding in 2024).

Legislative initiatives

An important step in continuing the political finance reform that began in 2016 was the registration in the Verkhovna Rada of Ukraine of a comprehensive draft law dated 10 December 2025, No. 14289 ‘On Political Parties’. The bill was developed by a working group that included members of parliament, representatives of the National Agency on Corruption Prevention, the Central Election Commission, the Ministry of Justice of Ukraine, as well as experts from the public sector (IFES, the Centre of Policy and Legal Reform, Civil Network OPORA, the CHESNO movement, Integrity UA, the National Institute for Strategic Studies, and others).

The adoption of this draft law will bring national legislation closer to European Union standards and practices, which is a necessary prerequisite for Ukraine to fulfil its obligations within the framework of the European integration process and further acquire EU membership.

In addition, the NACP, together with the Civil Network OPORA, the CHESNO movement, other state bodies, and experts, continued to develop amendments to the Criminal Code and the Code of Ukraine on Administrative Offences (CUAO) regarding the regulation of the specifics of bringing to justice for violations of legislation in the field of political finance.

«The priority of our work in 2025 was not only to identify violations, but above all to prevent them. The almost threefold reduction in the number of errors in reports shows that the focus on prevention, digitisation of processes, and dialogue with political parties and the public is yielding real results in building integrity in political finance,» said Hanna Chornutska, head of the NACP's Department for ensuring integrity in political finance

Among the key priorities of the NACP for 2026 to ensure integrity in the field of political finance are:

- continuing to improve the functionality of the Unified State Register of Political Parties' Reports on Property, Income, Expenditures, and Financial Obligations — POLITDATA 2.0;

- continuing to implement the roadmap measures in the area of ‘Functioning of Democratic Institutions’ in the section ‘Financing of Political Parties and Election Campaigns’ as part of the negotiation process on Ukraine's accession to the European Union.

This will increase the transparency of political party financing, the effectiveness of the control system, and the effectiveness of sanctions, and reduce the influence of private interests and hidden financing of political parties and election campaigns.
