SBI has notified a former migration officer from Odesa region of suspicion of false declaration based on NACP materials

Based on NACP materials, the State Bureau of Investigations reported that an official who held the position of head of one of the departments of the Main Directorate of the State Migration Service of Ukraine in the Odesa region was suspected of declaring false information worth over UAH 83 million.

In particular, following a full audit of the 2023 declaration, NACP established that the declarant had failed to disclose information about:

  • a residential building in the centre of Odesa with an area of over 200 square metres and a land plot with an estimated value of over UAH 7 million, registered to the mother of his minor children, which was used by the declarant;
  • a 2023 Mercedes-Benz G 400 D worth UAH 5.6 million, registered to his mother, which was used by the declarant;
  • an office building of approximately 196 square metres, a recreation centre (apartments) of almost 95 square metres, shop premises and land plots in the city of Odessa, the value of which at the date of acquisition (2014-2017) was approximately 800,000 UAH. These assets are registered in the name of the declarant's mother, but he has the right to dispose of them.

At the same time, the official provided inaccurate information about 37 units of Bitcoin cryptocurrency worth over UAH 57.7 million, which allegedly belong to his wife, as well as about the presence of cash in the amount of EUR 100,000 and USD 200,000 belonging to him and his wife.

NACP analysed the income and expenses of the official and his family and concluded that it was impossible to purchase the specified property with funds obtained from legal sources.

The total value of the inaccurate information specified in the declaration is over UAH 83 million.

The official is charged with deliberately entering knowingly false information in the declaration (Part 2 of Article 366-2 of the Criminal Code of Ukraine). At the request of the Specialised Anti-Corruption Prosecutor's Office, prepared in part on the basis of materials from the NACP, the court confiscated a Mercedes-Benz G 400 D car used by the declarant in favour of the state.

Note. In accordance with Part 1 of Article 62 of the Constitution of Ukraine, a person shall be presumed innocent of a crime and shall not be subjected to criminal punishment until their guilt has been proven in accordance with the law and established by a court verdict.
