The head of the NACP spoke at the UN Anti-Corruption Conference and called on states to invest in systems that measure integrity

We urge all countries to invest in systems that measure integrity, assess risks and real impact. When transparency is ensured through data and technology, the fight against corruption becomes sustainable rather than symbolic. This was noted by Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), during his speech at the plenary session of the 11th Conference of the States Parties to the UN Convention against Corruption.

“Ukraine's experience shows that anti-corruption institutions can not only function under extreme pressure, but also innovate. Digitalization is our most powerful tool. Our approach is based on a mandatory declaration system—one of the largest and most comprehensive public databases of financial information on public officials in the world. It allows us to move from responding to corruption to preventing it,” continued the NACP Head.

He also presented the approach on which Ukraine's new Anti-Corruption Strategy until 2030 is based—effective policy must be based on facts. 

We combine data from public registries with in-depth analytical research, which allows us to more accurately identify risk areas, the causes of risks, and areas for reform to minimize them. Our anti-corruption policy is based on objective statistical data, verified facts and measurable results, rather than solely on perceptions of corruption. Where data is lacking, conditions for corruption to flourish arise,” emphasized Viktor Pavlushchyk.

Earlier, on International Anti-Corruption Day, 9 December, Viktor Pavlushchyk noted that Ukraine's new Anti-Corruption Strategy will be based on three principles: strong institutions, digital tools and analytics, and a focus on areas of highest risk, primarily defence and reconstruction.

The main goal of the conference is to bring together representatives of the anti-corruption sphere from nearly 200 UNCAC member countries to exchange experiences and best practices in the fight against corruption and the development of integrity policies around the world.

“Corruption undermines not only national economies. It threatens dignity, justice, and fundamental human rights. Our shared challenge is to make integrity not an aspiration, but the norm. By combining political will, data-driven policies and international cooperation, we can accelerate progress and restore trust where it matters most – between citizens and the state,” concluded the NACP Head.

During the first two days of the conference, the Ukrainian delegation held a series of bilateral meetings. In particular, they discussed with their Norwegian colleagues the strengthening of Ukraine's legal framework for combating corruption, as well as a draft Norwegian resolution on transparency in political party financing. They also met with European colleagues and member states of the Regional Anti-Corruption Initiative (RAI) of South-Eastern Europe.

We would like to remind you that the Ukrainian delegation, headed by NACP Head Viktor Pavlushchyk, is participating in the 11th session of the Conference of the States Parties to the UN Convention against Corruption. On 17 December, Ukraine will hold a separate special event within the conference entitled ‘Ukraine's Resilience: Fighting Corruption for Post-War Recovery.’ We invite you to participate online.

UNCAC (2003) is a global international agreement that defines mechanisms for preventing corruption, criminalizing offences, international cooperation and asset recovery.

The Conference of the States Parties to UNCAC is a key body for monitoring the implementation of the Convention and setting global priorities in the fight against corruption.

In accordance with the order of the President of Ukraine, the Ukrainian delegation at the conference is headed by the Head of the NACP, Viktor Pavlushchyk. The delegation also includes representatives of key anti-corruption and diplomatic institutions: representatives of the National Anti-Corruption Bureau of Ukraine, the Specialized Anti-Corruption Prosecutor's Office, the High Anti-Corruption Court of Ukraine, the Asset Recovery and Management Agency, and others.
