Verification of completeness of NACP declarations: City Council member served with notice of suspicion, four officials held accountable

Following the verification of completeness of declarations conducted by the National Agency on Corruption Prevention (NACP), the prosecutor's office has served a member of the Zhashkiv City Council with a notice of suspicion of making false statements in her asset declaration.

During the declaration completeness verification, the NACP established that the council member failed to include information in her 2024 annual declaration regarding 18 land plots under her ownership and lease. Furthermore, as established during the pre-trial investigation, she omitted information regarding dividends received and remaining balances on her bank accounts. The total value of the assets exceeds UAH 5 million. The council member is charged with committing a criminal offense under Part 1 of Article 366-2 of the Criminal Code of Ukraine (intentional submission of inaccurate information in an asset declaration).

Additionally, based on the results of NACP verifications, courts have held four officials from the Lviv and Vinnytsia regions, as well as the city of Kyiv, administratively liable.

In the Lviv region, the Sokalskyi District Court found a forester of the Butyny Forestry Department under the "Lviv Forestry" branch of the State Enterprise "Forests of Ukraine" guilty of committing an administrative offense under Part 4 of Article 172-6 of the Code of Administrative Offenses of Ukraine (CAOU). In his 2024 declaration, he provided inaccurate information amounting to over UAH 857,000. The court imposed an administrative penalty on the official in the form of a fine of UAH 17,000.

The Starosambirskyi District Court found a forest master of the Isaiivske Forestry Department under the "Sambir Forestry" branch of the State Enterprise "Forests of Ukraine" guilty. Inaccurate information amounting to over UAH 787,000 was detected in his 2024 declaration. The court also imposed an administrative penalty in the form of a fine of UAH 25,500.

In Kyiv, the Solomianskyi District Court held a police officer from the Patrol Police Department in the City of Kyiv administratively liable under Part 4 of Article 172-6 of the CAOU. The official entered inaccurate information amounting to over UAH 4.8 million into his 2023 declaration.

The Mohyliv-Podilskyi City District Court of the Vinnytsia Region found a member of the Mohyliv-Podilskyi City Council guilty under the same article of the CAOU. He entered inaccurate information amounting to over UAH 974,000 into his 2024 declaration. The court imposed a fine of UAH 17,000 on him.

Furthermore, based on the results of the completed verifications of the completeness of declarations, the NACP has forwarded five substantiated conclusions to the National Police of Ukraine over the past two weeks regarding:

  • a chief specialist of the Central Interregional Directorate of the State Migration Service in the City of Kyiv and Kyiv Region — entering inaccurate information into the 2025 annual declaration amounting to over UAH 890,000 (signs of an administrative offence under Part 4 of Article 172-6 of the CAOU);
  • a chief specialist of the Ladyzhynka Village Council of the Uman District of the Cherkasy Region — entering inaccurate information into the 2025 annual declaration amounting to over UAH 1 million (signs of an administrative offence under Part 4 of Article 172-6 of the CAOU);
  • The director of the "Esmanske" municipal enterprise of the Esman Settlement Council of the Shostka District of the Sumy Region — entering inaccurate information into the 2025 annual declaration amounting to over UAH 4.5 million (signs of a criminal offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine);
  • a member of the Kiliia City Council of the Izmail District of the Odesa Region — entering inaccurate information into the 2025 annual declaration amounting to over UAH 24.5 million (signs of a criminal offence under Part 2 of Article 366-2 of the Criminal Code of Ukraine);
  • A member of the Kormyn Village Council of the Rivne District of the Rivne Region — entering inaccurate information into the 2025 annual declaration amounting to over UAH 2.56 million (signs of a criminal offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine).

In addition, the NACP forwarded a substantiated conclusion to the National Anti-Corruption Bureau of Ukraine regarding a juror of the Kelmentsi District Court of the Chernivtsi Region for entering inaccurate information into the 2025 annual declaration amounting to over UAH 5.2 million, showing signs of a criminal offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine.
