The government will demonstrate Ukraine's determination to join the EU and NATO by approving the State Anti-Corruption Program — Head of the NACP
The success of Ukraine's path to the European Union and NATO directly depends on the approval by the Cabinet of Ministers of Ukraine of the State Anti-Corruption Program (The Program), which should take place in the near future. High-quality implementation of the requirements of the Program will ensure Ukraine's compliance with EU criteria in many areas. In addition, the Program is developed to ensure even greater efficiency of the work of anti-corruption institutions in Ukraine and their interaction with each other. This was stated by the Head of the National Agency on Corruption Prevention (NACP) Oleksandr Novikov during the public discussion "Anti-corruption during the war: results of 2022", which was organized by the EU Anti-Corruption Initiative and the Representation of the European Union in Ukraine. The event was attended by the head of the EU Anti-corruption Initiative, Allan Pagh Kristensen, and representatives of anti-corruption bodies of Ukraine: Head of the NACP, Oleksandr Novikov, acting Director of the National Anti-Corruption Bureau of Ukraine (NABU) Gizo Uhlava, deputy Head of the Specialized Anti-Corruption Prosecutor's Office (SAPO) Andrii Sinyuk, acting Head of the High Anti-Corruption Court (HACC) Oleg Pavlyshyn and Head of the Appeals Chamber of the High Anti-Corruption Court Oleksandr Semennikov The participants discussed the results of the work of anti-corruption institutions and HACC last year, as well as the challenges they faced during martial law.
"Now everyone must do their best for the victory of Ukraine. From the first days of the war, the NACP continued not only to fulfill its direct duties, but also quickly adapted to the conditions of martial law. Our team identified more than 24,000 individuals and legal entities involved in the war with the aim of their further inclusion in the sanctions lists, the materials of the NACP also helped to confiscate the assets of the ex-president of Ukraine, Viktor Yanukovych. In addition, we handed over to the Security Service of Ukraine data on 3,700 persons who acted in conditions of conflict of interests and may be involved in collaborative activities and treason", - said Oleksandr Novikov.
The Head of the NACP recalled that at the beginning of the full-scale invasion, the National Security and Defense Council of Ukraine (NSDC) made a decision to suspend electronic declaration due to the fact that publicly available information about declarants was used by Russia to search for Ukrainian civil servants in the occupied territories. He also stated that at the beginning of the war, cyber-attacks were recorded on the registers of the NACP, due to which they were transferred to Amazon's cloud services in the EU countries for security purposes. Oleksandr Novikov added that digitalization of anti-corruption processes is now a priority in the work of the Agency.
"We already have the largest Register of declarations in the world, the Register of reporting of political parties, which is regularly updated and has no analogues. I would also like to note that the Prodram provides for the integration of the eCase MS system, which is used by the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office, with the Unified Judicial Information and Communication System in the High Anti-Corruption Court, which will greatly simplify the interaction between NABU, SAPO and HACC. A matter that is in the IT system cannot be accidentally lost, because the computer cannot be fooled. In addition, we plan to digitize most of the processes related to the reconstruction of Ukraine in order to prevent any corrupt abuse of international aid", -  emphasized the Head of the NACP. Allan Pagh Kristensen, Head of the EU Anti-Corruption Initiative, noted that the pace of the fight against corruption continues to grow, despite the war. "Anti-corruption bodies work even more motivated. Ukrainians are more united in the fight against corruption, and the NACP, NABU and SAPO have recently demonstrated even greater determination in achieving their goals", - he added.
