The Ministry of Education and Science of Ukraine has approved a guide for school administrators entitled ‘Educational Navigator’ (Order No. 734 of 15 May 2025 https://cutt.ly/hrnWoBcj). These are methodological recommendations for improving transparency and integrity in the activities of general secondary education institutions.

The National Agency on Corruption Prevention (NACP) and education experts started working on the guide in 2023. Five schools joined the pilot project to test the recommendations in practice.

The guide describes a set of steps for school principals to help them run their schools based on integrity, transparency, and openness. In particular, it covers the following areas: educational leadership, interaction with teachers, increasing the transparency of management processes (transparent financing, salary calculation, attracting additional funds), interaction between participants in the educational process (with parents and students), and the formation of a culture of academic integrity.

After all, dishonest behaviour and corruption risks most often arise where there is a lack of transparency, openness and accountability. If management processes in a school are confusing and non-transparent, this creates room for abuse.

The implementation of methodological recommendations will help managers to organise internal processes in a clear, understandable and ethical manner.

The guide contains:

  • practical recommendations for managers of educational institutions;
  • step-by-step advice for the transparent organisation of internal processes;
  • tools for creating an ethical and safe educational environment;
  • mechanisms for developing an internal system for ensuring the quality of education.

These materials from the ‘Educational Navigator’ are being implemented in cooperation with the State Service for Quality Education of Ukraine and are a supplement to the guideAlphabet for the Director’.

The ‘Educational Navigator’ guide was developed by NACP Integrity Office team in collaboration with a group of education experts and with the support of the EU Anti-Corruption Initiative (EUACI).
