The NACP and EUACI have developed a universal methodology for assessing the integrity of municipal enterprises

The National Agency on Corruption Prevention (NACP), together with the European Union Anti-Corruption Initiative in Ukraine (EUACI), has developed a universal methodology for assessing the integrity of municipal enterprises . This new tool establishes a unified standard to enhance transparency, accountability, and efficiency in Ukraine’s municipal sector.

The methodology aims to implement high integrity standards, helping communities and enterprise managers improve governance quality, significantly reduce corruption risks, and strengthen public trust. It creates a unified assessment system that allows an enterprise to independently determine its current level of integrity maturity (from chaotic to optimizing), identify weaknesses in governance, ethics, transparency, and anti-corruption mechanisms, and establish clear priorities for further development.

The assessment is conducted using a Maturity Level Matrix covering seven universal management areas: general and corporate governance, asset management, public procurement, anti-corruption compliance, ethics, and transparency.

Each area is analyzed through indicators grouped into three components: “System,” “Culture,” and “Accountability.” The result of the self-assessment can be visualized as a convenient “integrity radar chart.”

A distinctive feature of this tool is its flexibility: in addition to the general matrix, the methodology includes four specialized matrices for more precise self-assessment that take into account the specifics of different sectors. Separate indicators have been developed for enterprises in the fields of transport, road management, healthcare, and water management. These sectoral modules complement the general management areas by including indicators that reflect operational specifics (for example, vehicle maintenance or the quality of medical services).

Integrity in municipal enterprises is a strategic condition for community trust. The implementation of proper corporate governance standards is key to attracting investment, ensuring effective asset management, and transforming municipal enterprises into real drivers of development. The NACP calls on communities and managers of municipal enterprises to use the new Methodology to make integrity a part of their daily management practices.
