The OSCE will continue to provide support to Ukraine in the field of corruption prevention: Deputy Head of the OSCE Secretariat Kate Fearon

With the public and international partners paying more attention to corruption in Ukraine, the Organisation for Security and Co-operation in Europe (OSCE) will keep supporting Ukraine in preventing corruption. This was stated by Kate Fearon, Deputy Head of the OSCE Secretariat and Director of the OSCE Conflict Prevention Centre, during a regular meeting between representatives of the Organisation and the leadership of the National Agency on Corruption Prevention (NACP).  

The event was held as part of the joint project ‘Supporting the Development of Effective Tools for Preventing Corruption and Strengthening Anti-Corruption Compliance in Ukraine.’ The parties discussed the areas in which the OSCE provides support to the NACP. This includes, in particular, assistance in developing an Anti-Corruption Strategy and a State Anti-Corruption Programme (SACP) for 2026-2030, conducting various analytical and sociological studies aimed at identifying and addressing key problems in the areas most affected by corruption.

"Institutions that enjoy a high degree of public trust make Ukraine stronger.  The report by experts from the Organisation for Economic Co-operation and Development (OECD) confirms that the NACP is a leader among such institutions. We are very pleased with our cooperation and are ready to continue supporting you and expanding our joint areas of work," Kate Fearon emphasised.

"Ukraine has unique experience in developing and ensuring the effective functioning of anti-corruption infrastructure even in conditions of full-scale war. The support of international partners, in particular the OSCE, plays a significant role in this process. Cooperation between our institutions is extremely important for the NACP, as it covers a number of important areas, such as strategic analysis of corruption risks in priority areas, promotion of the development and adoption of the Anti-Corruption Strategy and Action Plan for 2026-2030, conducting analytical studies and surveys, holding important public events, strengthening institutional capacity, etc., which together will contribute to the effective implementation of anti-corruption policy and the strengthening of integrity in Ukraine," said Viktor Pavlushchyk.

Deputy Head of the Agency Dmytro Kalmykov spoke about the development of a new Anti-Corruption Strategy and SACP, in particular about conducting in-depth research in 16 areas of public administration and the economy that are strategically important and/or most affected by corruption. These studies are being prepared in close cooperation and collaboration with state institutions, involving more than 100 leading scientists, independent experts and representatives of the professional community. 

"Conducting these studies allows us to identify key problems (those that cause the most corruption, economic, organisational or other damage) in each of these areas, find the most optimal ways to solve them and reflect the relevant initiatives in the draft of the new Anti-Corruption Strategy. The further implementation of the relevant provisions of the Anti-Corruption Strategy and the State Anti-Corruption Plan for 2026-2030 will, on the one hand, significantly contribute to the proper and comprehensive development of each of these areas and, on the other hand, ensure a significant and, importantly, sustainable anti-corruption effect," said Dmytro Kalmykov.

The NACP leadership thanked the OSCE representatives for their support. The parties also confirmed plans for further cooperation, which will include analysis of criminal cases involving corruption offences for 2024–2025 and conducting an expert survey.

It should be recalled that in the summer, the NACP and the OSCE discussed further cooperation in the field of corruption prevention.
