Ukraine and the OECD begin work on the Integrity and Anti-Corruption Review

Global Anti-Corruption and Integrity Forum 2024 (GACIF) takes place in Paris within the framework of the Organization for Economic Co-operation and Development (OECD). The main topic of discussion is the launch of the OECD Integrity and Anti-Corruption Review of Ukraine (hereinafter - the Review). This is the next stage of building transparency, accountability and integrity in Ukraine, as well as a condition for bringing Ukrainian legislation in line with OECD and EU standards. 

In accordance with the Action Plan for the implementation of the OECD Program for Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1165 dated 03.11.2023, the National Agency on Corruption Prevention (NACP) was designated as the body responsible for conducting the Review. 

"The NACP will continue to cooperate with key OECD institutions to ensure that national legislation is in line with the best practices of European countries and that Ukraine becomes a full member of the Organization. The Anti-Corruption Review of Ukraine will provide us with an additional opportunity to strengthen the integrity system as a whole," said NACP Chairman Viktor Pavlushchyk.

He also thanked the OECD for providing this opportunity to Ukraine and expressed his hope for close cooperation with OECD experts and domestic stakeholders.

The Review will assess Ukraine's achievements and develop recommendations in the following sections:

  • coordination and strategy building for integrity policy between branches and levels of -government;
  • Integrity culture in the public sector;
  • integrity leadership;
  • integrity in regulatory and legal regulation and justice;
  • transparency and integrity in decision-making;
  • protection of corruption whistleblowers;
  • business integrity.

The sections may be amended and supplemented after the start of work and detailed discussions.

During the technical discussion of the Review, YuriI Sverba, Head of the NACP Integrity Policy Development Department, noted that the NACP expects to continue fruitful cooperation with the OECD, including bilateral discussions of projects developed by the National Agency. Further implementation of the recommendations remains a key issue.

Among the participants of the discussion were Minister of Justice of Ukraine Denis Malyuska, Business Ombudsman of Ukraine Roman Vashchuk, representatives of National Anti-corruption bureau (NABU), Specialized Anti-corruption Prosecution (SAPO), High Anti-corruption Court (HACC), EU Anti-Corruption Initiative in Ukraine (EUACI), Ukrainian Network of Integrity and Compliance (UNIC) and representatives of other international organizations and government agencies.

As a reminder, in March 2024, the OECD published the Report on Anti-Corruption Reforms in Ukraine based on the results of the fifth round of monitoring of the Istanbul Anti-Corruption Action Plan. It showed that in 2022 and the first half of 2023, Ukraine demonstrated significant progress in various areas of fighting corruption and building integrity. For more details, please follow the link.
