Ukraine will be the first non-OECD country to join the Public Integrity Indicators initiative

Ukraine will join the Public Integrity Indicators initiative of the Organization for Economic Cooperation and Development (OECD) and will be collecting information in the coming months. This will provide an understanding of the effectiveness of the state's efforts to build integrity and fight corruption. Particularly important are indicators that assess the transparency and accountability of Ukrainian state institutions, the prevalence of corrupt practices, and the effectiveness of anti-corruption measures. NACP will be able to assess the effectiveness of anti-corruption policy making and improve existing policies.

Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), announced about this during the session "OECD Public Integrity Indicators" at the 2024 OECD Global Anti-Corruption & Integrity Forum (GACIF), which is being held in Paris.

"The NACP will be actively involved in the process of collecting data under the sections "Quality of Strategic Frameworks" and "Accountability in Public Policy Making" in 2024. We will provide accurate and timely information as we strive to contribute to the success of this initiative and demonstrate our commitment to promoting transparency and accountability. The existing OECD data is already being studied by the NACP to improve and adjust existing policies. For Ukraine, this is an opportunity to strengthen the national integrity system and align our anti-corruption efforts with the best international practices," said the NACP Head.

In addition, he emphasized that last week the NACP sent a letter to the OECD confirming that Ukraine is ready to join the initiative and thanked the OECD Secretariat for supporting and facilitating Ukraine's participation in it. 

The Ukrainian delegation, which includes representatives of NACP, National Anti-Corruption Bureau, Specialized Anti-Corruption Prosecutor's Office, High Anti-Corruption Court, Ministry of Justice of Ukraine and others, is participating in the Forum on March 25-29. The OECD unites 38 of the world's most developed countries. The OECD goal is to create the best solutions for public policies that promote economic prosperity, equal opportunities and welfare.

It is worth reminding that in 2022, the Prime Minister of Ukraine Denys Shmyhal submitted an application for Ukraine's accession to the OECD. The NACP plays an active role in the process of Ukraine's integration into the organization.

The Public Integrity Indicators are the first set of internationally harmonized data designed to promote best practices in building integrity systems by comparing country performance and sharing best practices. The data will allow for a clear analysis of the integrity system in Ukraine and an understanding of its current state, and the indicators of other countries may become the necessary benchmarks for choosing directions for further development, as OECD Public Integrity Indicators cover information on member countries that follow the OECD Council Recommendation on Public Integrity. 

This is critically important for Ukraine on its way to membership in the European Union, as well as the harmonization of national legislation with EU standards.
