NACP Head discusses integrity of lobbying, cooperation and declaration with representatives of the American Chamber of Commerce

The National Agency on Corruption Prevention (NACP) and the anti-corruption infrastructure should work to increase the country's economic attractiveness by ensuring transparency of state mechanisms and reconstruction, minimizing corruption risks, and ensuring the inevitability of punishment for corruption and a high level of prevention. This was stated by NACP Head Viktor Pavlushchyk during a meeting with representatives of the American Chamber of Commerce (hereinafter - the Chamber).

Chamber President Andy Hunder noted that a crucial prerequisite for building trust among investors willing to invest significant capital in Ukraine is the stability and predictability of the rule of law. This is a powerful signal of trust for international partners and companies operating in the local market. Adherence to the rule of law is one of the most important factors in ensuring the independence of the state's anti-corruption policy.

Special attention was paid to the issue of opening the lobbying market in Ukraine. Victor Pavlushchyk informed the Chamber leadership and other participants of the meeting that the NACP has prepared a draft resolution of the Cabinet of Ministers of Ukraine "On Certain Issues of Establishment and Functioning of the Transparency Register", which will approve the Regulation on the Transparency Register. Approval procedures are ongoing until May 13, 2024. Currently, active work is underway to develop the Transparency Register itself, involving international partners. 

"We realize the importance of creating the Transparency Register. It is a key condition for the “Law on lobbying" to enter into force, the adoption of which is an important element of the country's European integration process. Our principled position is not to use budget funds to create this Register. Therefore, the NACP is actively working on attracting international technical assistance to its creation and researching the most effective ways to build the system," said the NACP Head.  

The NACP will be preparing detailed explanations on the practical application of lobbying legislation, in which business representatives will find all the answers to their questions. 

During the meeting, the parties also discussed challenges in the NACP's work, completion of the declaration campaigns and results of inspections, as well as cooperation with the Chamber and further communication.
