NACP will cooperate with the Norwegian anti-corruption resource center U4 in analyzing corruption risks

The National Agency on Corruption Prevention (NACP) will cooperate with representatives of the Anti-Corruption Resource Center (U4) in minimizing corruption risks, in particular, in the process of Ukraine's recovery. During the online meeting, the NACP and U4 representatives discussed a wide range of opportunities for future cooperation and determined the format of further interaction. The priority areas include:

  • holding expert consultations in areas of common interest;
  • search and exchange of information that will facilitate research in the area of strategic analysis of corruption risks.

Eliminating corruption risks in the area of reconstruction will facilitate the return of Ukrainians to de-occupied communities and will give impetus to the development of the country's economy as a whole. Therefore, the Government is paying special attention to the restoration of critical, social and transport infrastructure, as well as to the reconstruction of housing damaged as a result of hostilities.

In 2023, the NACP conducted a strategic analysis “Corruption risks of reconstruction of real estate damaged/destroyed as a result of the armed aggression of the Russian Federation: modeling and proposals for their minimization/elimination”. The comprehensive expert analysis was based on the results of the study of legal acts, media and social media materials, as well as in-depth interviews.

NACP has identified eight possible corruption schemes that may arise in the future and provided recommendations for implementing anti-corruption safeguards that will ensure the process of transparent reconstruction of the country.

This area is also among U4's priorities, as evidenced by the recently published report “Development of Anti-Corruption Practices in the Reconstruction of Ukraine: The Role of the State Agency for Reconstruction and Infrastructure Development”. In addition, last year the organization prepared an analytical report “Reducing Corruption in the Post-War Reconstruction of Ukraine”.

The Anti-Corruption Resource Center (U4) is a permanent center at the Christian Michelsen Institute (CMI), located in Bergen, Norway. It is a non-profit, multidisciplinary research institute staffed by sociologists specializing in development studies. Currently, U4 has partners in eight countries: Canada, Denmark, Finland, Germany, Norway, Sweden, Switzerland, and the United Kingdom.
