The Ministry of Education and Science of Ukraine has approved methodological recommendations for building integrity in higher education institutions (Order No. 576 of 17 April 2025).

The guide contains practical steps and advice for building integrity in higher education institutions (HEIs) at the management, educational process, internal policy and administrative and economic levels.

In particular, the recommendations cover the following areas:

  • organisation of anti-corruption work in HEIs as a whole (work of anti-corruption officers, assessment of corruption risks, work with whistleblowers; communication);
  • organisation of the educational process (e-learning system, anonymous assessment of teaching quality);
  • HEI administration (prevention and resolution of conflicts of interest, transparency of material support for employees, transparency of accommodation in dormitories, financial management, public procurement, etc.);
  • academic integrity;
  • HEI partnerships (management of charitable funds, interaction with business, attraction of grant funds, etc.).

The recommendations pay special attention to the role of HEI management, as it is the management team that sets the tone and values that shape the overall ethical culture of the university and transform the institution.

The guide contains specific advice for HEI administrations, staff, anti-corruption officers and students.

In addition, it highlights the best anti-corruption practices already implemented by Ukrainian universities and international experience.

As a reminder, in May this year, NACP held a strategic session for university representatives, at which methodological recommendations were presented. Based on the results of the session, several pilot universities will be selected to be the first to implement the changes with the support of experts.

The methodological recommendations were developed by the NACP Integrity Office in cooperation with the Association of Legal Clinics of Ukraine, the Anti-Corruption Headquarters, the Ministry of Education and Science of Ukraine, the National Agency for Higher Education Quality Assurance, representatives of universities and students, with the support of the UNDP project in Ukraine ‘Support to Civil Society and Youth’, implemented with funding from the Danish Ministry of Foreign Affairs and the USAID project ‘Support to Leading Organisations in the Fight against Corruption in Ukraine ’Vzayemodiya".
