Control of completeness of declarations: NACP detected inaccurate information totaling over UAH 190 million within 10 months of this year.

Over the first 10 months of 2025, the National Agency on Corruption Prevention (NACP) conducted completeness control of 128 declarations. As a result, it identified inaccurate information totaling more than UAH 190 million.

In general, during the completeness control of declarations over this period, the NACP found indications of inaccurate information in 91 declarations (70% of those verified under this procedure), in amounts that entail criminal or administrative liability.

Accordingly, the NACP submitted substantiated conclusions under Article 366-2 of the Criminal Code of Ukraine for further investigation to the National Police or other specially authorized anti-corruption bodies concerning 30 persons whose declarations contained inaccurate information totaling UAH 139.5 million.

In particular, one declarant - a deputy of the Kurnenska Village Council, Zhytomyr District, Zhytomyr Region - in violation of anti-corruption legislation requirements, failed to declare information about 218 real estate objects owned or used by him. The total amount of inaccurate information in the declaration, as established by the NACP, exceeded UAH 5.5 million.

Based on the NACP’s conclusions, 26 criminal proceedings were initiated this year. In addition, in 2025, courts delivered guilty verdicts against 8 individuals.

Furthermore, the NACP submitted 61 substantiated conclusions to the National Police under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses (the total amount of inaccurate information in the declarations was UAH 54.7 million).

Based on protocols on administrative offenses prepared by the NACP, courts found 27 individuals guilty of violating financial control requirements and held them administratively liable.

Reference: The procedure for conducting completeness control of declarations is defined by a special Regulation registered with the Ministry of Justice of Ukraine.

Unlike full verification of declarations, which lasts up to 120 days, the completeness control of declarations takes up to 40 working days.

During this control, the NACP compares the information in a declaration with data from state registers. Authorized NACP officers also use databases, registers of foreign states, court decisions, information from other state bodies, data provided by the declarant, and other sources.
