Civil forfeiture: The High Anti-Corruption Court has confiscated over UAH 4 million from a former member of the Hlukhiv City Council in Sumy Region based on materials provided by the NACP

The Higher Anti-Corruption Court (HACC) granted the lawsuit of the Specialized Anti-Corruption Prosecutor's Office (SAPO) to recognize as unjustified the assets belonging to the family of a former deputy of the Hlukhiv City Council in Sumy Region, and confiscated from the latter to the state budget (civil forfeiture) nearly UAH 4.3 million.

The basis for this decision was materials from the National Agency on Corruption Prevention (NACP) and evidence independently obtained by SAPO.

During lifestyle monitoring, authorized representatives of the Agency established that during 2021–2022, close relatives of the former official purchased:

  • an apartment with an area of 53.8 sq. m in the capital's residential complex "French Quarter" worth almost 2.8 million hryvnias;
  • a parking space worth UAH 225 thousand;
  • a TOYOTA RAV4 automobile, 2022 model year, costing nearly UAH 1.3 million.

However, the elected official actually controlled the aforementioned property.

After analyzing the income and expenses of the official and his family, the NACP concluded that neither the deputy nor his relatives had the means to acquire the mentioned property through legitimate income.

It should be noted that during the proceedings, the defendant acknowledged the amended claims of the prosecutor and committed to pay to the state budget an amount of money equal to the value of the unjustified assets.

The assets were confiscated in favor of the state by the HACC's decision in accordance with Article 290 of the Civil Procedure Code of Ukraine.

The consideration of the lawsuit lasted since August 2025. This case once again proves that the civil forfeiture mechanism allows for the quick recovery of property from officials and their removal from office, compared to criminal proceedings, which contributes to cleansing the government of dishonest individuals.

As a reminder, based on materials from the NACP, the HACC confiscated UAH 5.3 million from the former chief tax officer of Odesa Oblast.
