Lifestyle monitoring: the court may recover over UAH 4 million in state revenue from the former head of the Kremenchuk Regional Territorial Centre for Recruitment and Social Support

The prosecutor of the Specialized Anti-Corruption Prosecutor's Office (SAPO) filed a lawsuit with the High Anti-Corruption Court (HACC) to recognise the assets belonging to the former head of the Kremenchuk Regional Territorial Centre for Recruitment and Social Support (TCRSS) as unfounded and to recover them as state revenue (civil forfeiture).

The lawsuit was based on the results of lifestyle monitoring conducted by authorised persons of the National Agency on Corruption Prevention (NACP), as well as evidence obtained independently by the prosecutor and the National Anti-Corruption Bureau of Ukraine (NABU).

During the monitoring, the NACP found that between 2022 and 2024, while in office, the official acquired ownership of:

  • ⁠ ⁠an apartment in a clubhouse in the city of Kremenchuk;
  • ⁠ ⁠TOYOTA LAND CRUISER PRADO and TOYOTA RAV-4 cars, the latter of which he later sold;
  • ⁠ ⁠cash, the origin of which he was unable to explain.

The total value of the assets exceeds UAH 4 million.

After analysing the financial status of the former head of the TCRSS, his family members and relatives, the Agency concluded that it was impossible to acquire the above-mentioned assets from legal income.

In the lawsuit, the SAPO prosecutor asks the court to recognise as unfounded and recover for the state: ⁠

  • an apartment in a clubhouse in the city of Kremenchuk;
  • ⁠a TOYOTA LAND CRUISER PRADO car;
  • the value of a TOYOTA RAV-4 car and the income from its disposal;
  • ⁠part of cash savings.

The assets may be recovered as state revenue in accordance with Article 290 of the Civil Procedure Code of Ukraine.

It should be noted that, in accordance with the Law of Ukraine ‘On Prevention of Corruption,’ a person authorised to perform functions of the state or local self-government, in respect of whom a court decision on the recognition of assets as unjustified and their confiscation as state revenue has entered into legal force, is subject to dismissal from office in accordance with the procedure established by law. On 12 January, the High Anti-Corruption Court upheld the SAPO's claim and recognised as unjustified assets worth over UAH 5 million belonging to the son and close relatives of a deputy of the Velyka Dymerka settlement council in the Brovarsky District of the Kyiv Region.
