Undeclared church: Mayor in Kyiv Region to stand trial

The Boryspil District Prosecutor's Office, in part based on materials from full audits of declarations conducted by the National Agency on Corruption Prevention (NACP), has submitted an indictment to the court against a mayor in the Kyiv region for falsely declaring an exceeding of UAH 9 million and the destruction of an archaeological monument.

During the full audits of declarations for 2021, 2022, and 2023, it was established, among other things, that the official failed to declare:

  • a public building – a religious Church in the city of Pereyaslav – registered in his wife's name, valued at over UAH 7.2 million;
  • personal cash assets in bank accounts (in 2021 – UAH 1.2 million, in 2022 – UAH 750.1 thousand, in 2023 – UAH 545.0 thousand);
  • personal financial liabilities amounting to UAH 600 thousand.

During the audits, the NACP did not accept the mayor's explanation that he failed to declare the church building because he was unaware of it, as he personally represented the seller's side in the purchase and sale agreement concluded with his wife.

The established amount of false information in the declarations ranged from UAH 8.3 to 9 million annually.

The official is charged with deliberately entering false information into declarations (Part 2 of Art. 366-2 of the Criminal Code of Ukraine), as well as – based on other investigative data – the intentional destruction of an archaeological heritage site of national significance (Part 5 of Art. 298 of the Criminal Code of Ukraine).

The pre-trial investigation was conducted by the Investigative Unit of Police Department No. 1 of the Boryspil District Police Department of the Main Directorate of the National Police in the Kyiv Region, under the procedural guidance of the Boryspil District Prosecutor's Office of the Kyiv Region.

Caution. According to Part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court's verdict of guilty.
