Head of the NACP discusses deepening cooperation in anti-corruption, digital governance and cybersecurity with the Ambassador of Estonia

Head of the National Agency on Corruption Prevention (NACP) Viktor Pavlushchyk met with Ambassador Annely Kolk to discuss strengthening cooperation between Ukraine and Estonia in the areas of corruption prevention, digital governance and cybersecurity.

Estonia is one of the world leaders in digital transformation and the development of resilient public institutions. For Ukraine, this experience is particularly valuable in the context of the war and the ongoing development of a modern anti-corruption system capable of operating effectively even amid constant security challenges.

During the meeting, the parties identified several key areas for further cooperation, including:

  • strengthening cooperation in the field of digital anti-corruption tools and analytical systems;
  • developing secure solutions for data exchange and the use of artificial intelligence technologies to detect corruption risks;
  • enhancing integrity in defence procurement and reconstruction processes;
  • strengthening resilience to cyber threats;
  • expanding expert cooperation and professional development opportunities for anti-corruption specialists.

The NACP emphasised that the Agency continues its transition toward a preventive and data-driven model of anti-corruption policy, applying big data analytics, risk-based approaches and digital solutions to strengthen integrity and accountability.

Particular attention during the meeting was paid to cybersecurity as an integral component of modern anti-corruption infrastructure. The discussion focused, in particular, on the protection of sensitive data, ensuring secure interoperability between state registers and preventing manipulation within digital systems.

The Head of the NACP thanked Estonia for its consistent support for Ukraine and for the shared commitment to the principles of integrity, innovation and democratic resilience.
