Head of NACP discusses anti-corruption reform priorities and future cooperation with Ambassador of Norway

The Head of the National Agency on Corruption Prevention (NACP), Viktor Pavlushchyk, held a meeting with the Ambassador of the Kingdom of Norway, Lars Ragnar Hansen. During the meeting, the parties discussed further support for anti-corruption reforms in Ukraine, the capacity building of the anti-corruption system, and cooperation priorities within the context of European integration.

During the meeting, several potential areas for future cooperation were identified, including:

  • supporting the implementation of the Anti-Corruption Strategy for 2026–2030 and sectoral anti-corruption reforms;
  • developing analytical tools for corruption risk assessment and monitoring the effectiveness of anti-corruption policy;
  • supporting educational and public awareness projects of the NACP;
  • strengthening international cooperation in the field of tracing and recovery of assets derived from corruption;
  • promoting integrity and anti-corruption mechanisms in the defence sector and the reconstruction of Ukraine.

The meeting specifically focused, among other things, on the Anti-Corruption Strategy for 2026–2030.

“This is a systemic document based on a conceptual approach that combines two key, interconnected vectors for the development of state anti-corruption policy: increasing the efficiency of the entire anti-corruption system and minimising corruption risks in the most vulnerable and strategically important areas,” Viktor Pavlushchyk emphasised.

The parties separately discussed the operation of Ukraine's anti-corruption infrastructure. The Head of the NACP noted the effective cooperation with the Specialized Anti-Corruption Prosecutor's Office (SAPO) in cases involving civil forfeiture and unexplained assets, and stressed the importance of strengthening coordination among all institutions.

A specific focus of the meeting was the development of the financial control system. The Head of the Agency emphasised that Ukraine's asset declaration system remains among the most progressive in the world, with a focus on automating verifications and implementing modern data analysis technologies.

The issue of monitoring political parties' reporting, including their finances, was also discussed. The development of the POLITDATA Registry to enable reporting by election funds was identified as a priority in this area.

The Head of the NACP thanked the Ambassador for Norway's consistent support for Ukraine, assistance in strengthening democratic institutions, and contribution to the promotion of integrity, transparency, and the rule of law.
