Employees of the State Bureau of Investigation (SBI), in cooperation with the National Agency on Corruption Prevention (NACP), have detained the Head of the Main Directorate of the State GeoCadastre in Lviv Region, who attempted to bribe an NACP employee.
The official offered USD 30 thousand for positive results in the monitoring of his lifestyle and that of associated individuals. In doing so, he sought to avoid the detection of potential violations and accountability.
The NACP initiated the lifestyle monitoring in late 2025 on the initiative of the SBI as part of a separate criminal proceeding investigated by the Bureau.
In June 2026, the head of the regional State GeoCadastre began persistently seeking a personal meeting with the head of one of the NACP departments.
During a meeting in Lviv, he offered USD 30 thousand to the NACP employee for the «desired» outcome of the monitoring. Attempting to conceal the content of the conversation, the man wrote the amount of the unlawful benefit with a pen on a napkin.
The NACP employee immediately reported the illegal offer to the Agency's leadership. This enabled law enforcement officers to document the official's unlawful actions. Subsequently, he scheduled a new meeting and arrived in Kyiv.
SBI officers detained the official while he was transferring the unlawful benefit. He was notified of suspicion under Part 3 of Article 369 of the Criminal Code of Ukraine — offering, promising, or providing an unlawful benefit to an official holding a responsible position.
The issue of selecting a preventive measure in the form of custody for the suspect is currently being decided.
The sanction of the article provides for up to eight years of imprisonment with or without confiscation of property.
Procedural guidance is provided by the Office of the Prosecutor General.
