Based on the results of monitoring and control over the implementation of legislation on corruption prevention during the 9 months of 2026, the National Agency on Corruption Prevention (NACP):
-
drew up 12 administrative offense protocols;
-
approved 31 reasoned conclusions, 14 of which concerned the identification of signs of corruption offenses with a total amount exceeding UAH 118.5 million, and another 17 concerned signs of corruption-related offenses;
-
issued 60 orders (pryspsy) to eliminate violations of legislative requirements regarding ethical behavior, prevention and resolution of conflicts of interest, and other violations of the Law of Ukraine "On Prevention of Corruption" (hereinafter – the Law).
Violations of Restrictions Regarding the Acceptance of Gifts, Use of Official Information, and Outside Employment (Incompatibility) During the 9 months of 2026, the NACP identified a number of anti-corruption law violations and drew up the relevant administrative offense protocols, which were submitted to court.
In particular, protocols for violating restrictions regarding the acceptance of gifts (Part 1, Article 172-5 of the Code of Ukraine on Administrative Offenses (CUAO)) were drawn up against:
-
the head of a department of one of the interregional forestry and hunting management directorates, who received a land plot valued at over UAH 236 thousand as a gift from a non-close relative;
-
a district court judge who used another person's apartment valued at UAH 122.5 thousand free of charge from July 2024 to November 2025;
-
the head of a division within a department of the executive body of the Kyiv City Council, who acquired a vehicle at a price below the minimum market value;
-
the first deputy mayor of a city of regional significance, who used an apartment belonging to a non-close relative free of charge, thereby saving UAH 176.3 thousand.
Additionally, the NACP drew up protocols for the unlawful use of official information (Part 1, Article 172-8 of the CUAO) against the head of a division of the main directorate of the State Migration Service of Ukraine, who used restricted information from the "Arkan" system for personal interests, and against the deputy director of a department of the State Property Fund of Ukraine, who unlawfully used data from the State Register of Property Rights to Immovable Property.
For violating restrictions regarding outside employment/incompatibility (Part 2, Article 172-4 of the CUAO), a protocol was drawn up against the deputy head of a territorial directorate of the Judicial Security Service, who simultaneously headed a private company.
Furthermore, in July 2026, the NACP submitted a protocol to court for failure to comply with a lawful order (prysps) of the Agency (Part 1, Article 188-46 of the CUAO) against an acting city mayor.
The final decision on whether a given official's actions constitute a corruption-related administrative offense is rendered by the court.
Violations of Anti-Corruption Legislation During Procurement
The NACP identified signs of corruption and corruption-related offenses in the activities of officials from state authorities and local self-government bodies. Materials on the uncovered facts have been forwarded to law enforcement agencies for further action.
In particular, officials from six customs offices entered false information regarding the payment of fines by non-resident carriers into the automated customs clearance system. The damage caused to state interests is estimated at over UAH 2.6 million. Based on this fact, the NACP drew up a reasoned conclusion on the commission of a criminal offense (Part 2, Article 364 of the Criminal Code of Ukraine) and submitted it to the Prosecutor General's Office for appropriate decision-making.
Additionally, the NACP approved two reasoned conclusions regarding officials of an energy sector enterprise and a municipal enterprise of the Dnipro City Council. According to preliminary data, acting in collusion with business representatives, they concluded contracts for the procurement of goods at inflated prices, resulting in the embezzlement of over UAH 50 million. Based on these materials, the National Police opened criminal proceedings.
Signs of potential embezzlement of public funds were also identified during other procurements: by the Ministry of Youth and Sports of Ukraine (over UAH 3 million), multimedia equipment at the Dnipro City Council (over UAH 11 million), computer equipment for an institution under the Ministry of Justice of Ukraine (over UAH 5.4 million), and coal for a territorial directorate of the State Service of Ukraine for Food Safety and Consumer Protection (about UAH 500 thousand). Law enforcement agencies have initiated pre-trial investigations into all the specified facts.
Separately, the NACP identified signs of offenses related to conflicts of interest. Specifically, officials from municipal institutions of the Odesa City Council failed to report a real conflict of interest and acted under its conditions. The NACP approved reasoned conclusions regarding the identification of signs of the relevant corruption-related offense.
A similar violation was identified in the actions of a village head from a hromada in Chernivtsi Oblast, who failed to report a conflict of interest when considering matters regarding his own bonuses. Based on the reasoned conclusions submitted by the NACP, the National Police drew up protocols under Article 172-7 of the CUAO and referred them to court.
Furthermore, signs of violations of the requirements for preventing and resolving conflicts of interest were identified in the actions of officials from the Vyshhorod City Council and a city council in Kremenchuk Raion, Poltava Oblast. After being appointed to positions in local self-government bodies, they continued to manage legal entities, which may indicate a violation of statutory restrictions.
Binding Orders (Prypysy) to Heads of Organisations
The NACP issued binding orders (prypysy) to heads of government authorities, local self-government bodies, and institutions to eliminate violations of anti-corruption legislation, conduct internal investigations, and consider disciplinary liability for officials.
Six orders were issued based on the results of monitoring the State Employment Center and the Odesa City Council due to violations of requirements regarding the prevention and resolution of conflicts of interest. Following two of the orders, conflicts of interest were resolved, while internal investigations are ongoing for the remaining four.
Additionally, the NACP identified violations related to heads of municipal enterprises working alongside close relatives. To eliminate the violations, determine their root causes and conditions, and bring those at fault to accountability, the Agency issued orders to the Kremenets City Mayor and the Head of the Chernihiv Regional Council. In one case, the conflict of interest was resolved; in the other, an internal investigation is underway.
Certain orders concerned officials' failure to comply with the duty to transfer corporate rights for management, as stipulated by Article 36 of the Law of Ukraine "On Prevention of Corruption." Orders were issued to the heads of the State Property Fund of Ukraine, the Odesa Regional State Administration, the Ministry of Education and Science of Ukraine, and the Ministry of Defence of Ukraine due to officials' non-compliance with the requirements of Article 36 of the Law. Following their consideration, the requirements were fulfilled.
The NACP also uncovered violations during the review of corruption reports and the provision of adequate conditions for reporting potential corruption offenses. Binding orders were issued to the Head of the Territorial Directorate of the State Judicial Administration of Ukraine in Odesa Oblast and to the Kamianets-Podilskyi City Mayor. Internal investigations have been initiated into these matters.
Orders regarding violations of conflict-of-interest requirements were received by officials at the Chernivtsi City Council, Lviv City Council, and Safiany Village Council of Odesa Oblast. Regarding the proper handling of corruption reports, orders were issued to the State Agency for Restoration and Infrastructure Development of Ukraine and several city mayors. In these cases, the requirements of the orders were met, and the violations were rectified.
