Reports of possible violations of the requirements of the Law of Ukraine “On Prevention of Corruption” are an important source of information for identifying potential corruption offences. They help the National Agency on Corruption Prevention (NACP) identify possible cases of inaccurate declarations, conflicts of interest and unjustified assets, as well as determine grounds for further action within its powers.
From January to September 2026, the NACP received 5,042 reports of possible violations of anti-corruption legislation. Of these, 1,518 (30.1%) contained sufficient factual information for further review and response.
Following the review of these reports, materials were referred for the following purposes:
-
70 materials — for lifestyle monitoring;
-
189 materials — for full verification of declarations;
-
3 materials — for monitoring compliance with conflict of interest regulations;
-
3 materials — for monitoring the timeliness of declaration submissions.
The processing of reports involves analysing the circumstances described and the available factual information. However, not every report provides grounds for further action. This requires establishing that sufficient information is available and that the grounds prescribed by law exist.
The results for the first nine months of 2026 confirm the importance of reports submitted by citizens and other applicants as a source of information for identifying possible violations of anti-corruption legislation.
Separately, the NACP is working to strengthen its response to information about possible corruption offences published in the media. In September 2026, the Agency announced the establishment of a new unit whose responsibilities will include monitoring journalistic reports and preparing analytical materials for further action, including initiating lifestyle monitoring of officials or full verification of their declarations. More details are available here.
As a reminder, in April 2025, a specialised unit responsible for analysing data contained in reports of possible violations of anti-corruption legislation was established within the NACP. Its activities focus on systematically processing the information received, identifying cases requiring additional verification, and determining grounds for further action within the Agency's powers. More information on the unit's results for 2025 is available here.
