Following NSDC meeting, NACP submits plan to eliminate corruption risks while traveling abroad during war to the Government
The National Agency on Corruption Prevention (NACP), following a meeting of the National Security and Defense Council (NSDC) held on August 11, prepared and submitted to the Government a draft resolution of the Cabinet of Ministers of Ukraine "On Approval of the Action Plan for Eliminating Corruption Risks When Ukrainian Citizens Travel Abroad Under Martial Law." The action plan to eliminate the causes of corruption in the territorial recruitment and social support centers (TSCs) prepared by the NACP, in particular, provides for:
  • Regulation of restrictions on the right of men aged 18 to 60 to travel outside Ukraine under the legal regime of martial law;
  • An exhaustive list of the grounds on which men aged 18 to 60 are entitled to travel outside Ukraine under martial law and the documents confirming the existence of such grounds;
  • Regulation of the procedure for drivers transporting medical supplies and humanitarian aid for the needs of the Armed Forces of Ukraine using the technical means of the Unified Complex of Information Systems in the Field of Land Transport Security;
  • Regulation of the functioning and maintenance of the Unified Complex of Information Systems of Ukrtranssafety;
  • Granting authorized officials of the State Border Guard Service the right to access the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists;
  • Control over the compliance of public authorities, enterprises and organizations with the requirements of the law when confirming the grounds for the departure of men aged 18 to 60 from Ukraine, as well as their compliance with the purpose, terms and conditions of departure;
  • Control over the decision-making process for drivers transporting medicines and humanitarian aid for the needs of the Defense Forces and the population.
"Thousands of criminal proceedings have already been opened regarding illegal border crossings by men during the war, in particular, on the basis of documents issued by the Territorial center for recruitment and social support (hereinafter - TCR). Without changing the fundamental rules, we will never create the conditions for all recruitment centers to become honest. In order for the State Bureau of Investigation (SBI) and other law enforcement agencies to have less work in this area, it is necessary to eliminate the causes that lead to all these violations - namely, to streamline the rules for crossing the border, issuing documents for crossing the border, etc. The Government's order prepared by the NACP provides, among other things, for the synchronization of the databases of the Border Guard Service and the TCR. This will ensure absolute transparency of the work of both the TCR and border crossing points. After all, if we just change military commissars, who will actually integrate into the system with the existing corruption risks, we will end up with hundreds and thousands of new criminal proceedings. We need to change the basis of this system," said NACP Head Oleksandr Novikov, commenting on the plan to eliminate corruption risks at border crossings. As a reminder, due to a significant public outcry accompanied by numerous scandals, the NACP conducted a thorough analysis of border crossing processes back in 2022, identified a number of schemes and corruption risks, shortcomings and gaps in legislative regulation, and proposed solutions to address them. The study was preceded by a coordination interagency meeting on August 10, 2022, chaired by the Prosecutor General of Ukraine.  The results of the study were presented last October during the press conference "Leaving Ukraine under martial law: how to eliminate corruption".
