Implementation of SACP by central and local authorities will allow to significantly reduce the level of corruption in Ukraine, - Artem Sytnyk in Lviv
On April 27-28, Artem Sytnyk, Deputy Head of the NACP, was on a working trip to Lviv. The goal is clarification regarding the implementation of the State Anti-Corruption Program for 2023-2025 (SACP), discussion of current problems of the region, and establishment of cooperation between local authorities and the NACP. "Such visit was the beginning of systematic communication regarding the implementation of SACP by central and local authorities, which will allow to achieve a significant reduction in the level of corruption in the country. During the meetings with Andrii Sadovyi, the mayor of Lviv, and Maksym Kozytskyi, the head of the Lviv Regional Military Administration, I saw a readiness to strengthen cooperation with the NACP in matters of support for SACP activities, minimizing corruption risks associated with crossing the border, as well as understanding the importance enlightenment as the basis for eradicating corruption in its bud. In the future, we are planning similar visits to other regions, as only the systematic activity of all state-level bodies, regional state authorities and local self-governments will achieve a common goal - significant progress in preventing and countering corruption", -  Artem Sytnyk summarized the results of the visit to Lviv. Thus, during the meeting with Andrii Sadovyi, the parties agreed on the launch of the "Transparent School" project and the opening of Integrity Hubs in Lviv, as well as assistance in building partnership relations with local self-government bodies, associations of cities, villages, and regional organizations. "We are your allies. There should be deep work in this plane. We will work, help, contribute, because without this there will be no state. Therefore, it is clear that the hub needs to be organized, promoted and explained, and given lectures in schools", - emphasized the Lviv mayor. One of the key issues of the meeting with Maksym Kozytskyi was work on reducing corruption risks when crossing the border. A number of corruption schemes have acquired a massive character, so assistance from the leadership of the border regions can help minimize them. "The fight against corruption is one of the key priorities of Lviv Regional Military Administration (RMA). After all, this is extremely important both for the healthy economic development of the region and for the European integration of our country. A regional anti-corruption program operated in Lviv Oblast during 2021-2022. A new regional anti-corruption program for 2023-2025 is under approval. Implementation of SACP will significantly strengthen our work. One of the most urgent problems remains the counteraction to corruption schemes regarding departure from the borders of Ukraine through the "Shlyah" system. In Lviv RMA, a number of measures have already been taken to reduce abuse of this system, in particular, we were one of the first to implement the territorial principle of document consideration and the use of Electronic signature when submitting them. We conduct a commission review of documents, the commission includes representatives of law enforcement agencies, close cooperation with which allows us to respond in a timely manner to detected cases of violations. We have created a list of documents recommended for submission, which allows us to confirm activities related to the import of humanitarian goods," the head of the RMA emphasized during the meeting. He emphasized that Lviv RMA will continue to contribute as much as possible in the fight against corruption schemes in the field of border crossing. The visit of the Deputy Head of the NACP concluded with a briefing for media representatives at the Ukraine Media Center. In particular, they were most interested in the possibility of citizens reporting corruption and declaring assets by officials. The most convenient way to report corruption is through the NACP website by filling out an electronic form. Declaration for officials is currently a right, not an obligation. There is now a widespread belief among public officials that failure to declare will help avoid liability for illegally acquired wealth, but this is not the case. The NACP has a wide range of tools for conducting inspections and detecting unscrupulous behavior. It is about lifestyle monitoring and other things", -  answered Artem Sytnyk. The recording of the briefing is available via the link: https://youtu.be/NA362EZrFnY Photos provided by the press services of the Lviv City Council and the Lviv Regional Military Administration, as well as the Ukraine Media Center.
