NACP and EUAM Ukraine expand cooperation in corruption prevention

The National Agency on Corruption Prevention (NACP) and the European Union Advisory Mission for Civilian Security Sector Reform in Ukraine (EUAM Ukraine) signed a working arrangement to expand their cooperation in integrity and corruption prevention.

The key objectives of the agreement are to strengthen integrity within law enforcement agencies and to build NACP’s institutional capacity to develop and implement effective systems for preventing, detecting, and mitigating corruption.

Under the agreement, NACP and EUAM Ukraine have, in particular, agreed to cooperate on:

  • strengthening internal control and compliance systems within law enforcement bodies;
  • delivering training and awareness-raising activities to promote ethical conduct and a zero-tolerance policy towards corruption;
  • Introducing digital tools for corruption prevention.

Another important area of cooperation will be analysis, as well as the development and implementation of anti-corruption policies in line with European Union best practices.

“Our partnership with the Advisory Mission is extremely important to us. This agreement reflects our shared goal of strengthening institutional integrity and improving corruption prevention systems, particularly within law enforcement agencies. It is fully aligned with Ukraine’s broader reform agenda, including anti-corruption priorities and commitments related to EU integration,” said NACP Head Viktor Pavlushchyk.

EUAM Head of Mission Rolf Holmboe noted that the ongoing cooperation between the Mission and NACP is already yielding practical results. Joint activities, including training for police officers on whistleblower protection, internal reporting procedures, and integrity standards, have strengthened the anti-corruption capacity of Ukrainian institutions at the regional level.

“Today, we are taking an important step forward in our cooperation,” he said. “This working arrangement will strengthen and formalise our partnership and support the development of transparent and accountable institutions in Ukraine in line with European standards.”

The agreement was signed at a time when Ukraine continues to advance its anti-corruption reforms. Both parties emphasised the importance of sustained partnership to ensure these reforms are effectively implemented and deliver tangible results for public institutions and citizens.

Background:

The European Union Advisory Mission for Civilian Security Sector Reform in Ukraine (EUAM Ukraine) was established in 2014 at the invitation of the Ukrainian authorities. EUAM Ukraine works closely with its Ukrainian partners to accelerate sustainable reform of the civilian security sector. To this end, the Mission provides strategic advice and hands-on support for specific reform measures, in line with EU standards and international principles of good governance and human rights.
