The panel of judges of the High Anti-Corruption Court (HACC) granted the lawsuit of the prosecutor of the Specialized Anti-Corruption Prosecutor's Office (SAPO) and recognised as unsubstantiated the assets of the Head of the Khmelnytskyi Department of the State Migration Service in the Khmelnytskyi region and an associated person in the amount of over UAH 7.3 million.
The grounds for the court appeal were materials from the lifestyle monitoring conducted by the National Agency on Corruption Prevention (NACP), as well as information from the territorial department of the State Bureau of Investigation located in the city of Khmelnytskyi.
During the monitoring, the NACP established that between 2021 and 2023, a family member of the official acquired ownership of a shopping center in one of the villages in the Khmelnytskyi region, featuring mixed retail stores, a cafe, and office premises. In 2024, an apartment with an area of 52.7 sq. m. was added to the shopping center. The total construction area is 913.8 sq. m. The cost of the "purchase" reached UAH 13.7 million.
The Agency analysed the income of the official and their family member and concluded that it was impossible to acquire the specified property through legal income.
In view of this, SAPO filed a lawsuit with the HACC to recover into state revenue the part of the value of the specified asset in the amount that does not correspond to legal income, over UAH 7.3 million. The court ruled to recover the relevant assets into state revenue through civil forfeiture.
The court's decision may be appealed within 30 days from the date of the compilation of the full text.
As a reminder, during the first quarter of 2026, based on the results of lifestyle monitoring, the NACP referred 13 materials and substantiated conclusions to law enforcement agencies with identified signs of violations totalling over UAH 100 million.
