On June 24, 2026, the Cabinet of Ministers of Ukraine approved Resolution No. 626 "On the Approval of the Communications Strategy in the Field of Prevention and Counteraction of Corruption for 2026–2030 and the Approval of the Operational Action Plan for its Implementation in 2026–2028" (hereinafter referred to as the Strategy).
The primary objective of the Strategy is to expand the scope of coverage on the prevention and counteraction of corruption, with an emphasis on equipping citizens with the knowledge and practical skills to counter corrupt manifestations and utilise alternatives to corrupt practices, thereby reducing the level of personal experience with corruption among the population and businesses.
"According to sociological data, over 79% of citizens identified corruption as one of the key problems of the state, and 91% consider it widespread. At the same time, just over 18% of citizens personally encounter corruption, indicating a gap between public perception of corruption and their own experiences. There is also a significant disparity between the level of Ukrainians' negative attitudes towards corruption and the actual reporting of corrupt practices. Therefore, our goal is to transition from merely informing about anti-corruption to developing citizens' practical skills in using anti-corruption tools," noted the Head of the NACP, Viktor Pavlushchyk.
According to him, the NACP constantly popularises prevention mechanisms: how to avoid corruption risks, where to report corruption, and, most importantly, how to use modern services that render bribes obsolete. The implementation of the Strategy will ensure a logical continuation of systemic anti-corruption communication and will facilitate the coverage of sectoral changes that reduce citizens' experience with corruption when interacting with the state.
The goals of the Strategy are aimed at ensuring that:
- citizens can better identify corruption, distinguishing it from other violations, and are properly informed about anti-corruption policy in key areas of public relations;
- citizens are sufficiently aware of and more involved in using services that serve as legal alternatives to widespread corrupt practices;
- Citizens possess sufficient knowledge to actually report instances of corruption and to utilise legal instruments of influence on the authorities (lobbying, public oversight).
Furthermore, the Strategy envisions the further development of the communication infrastructure for state anti-corruption policy and the development of data infrastructure as the foundation for the implementation and evaluation of the effectiveness of this Strategy.
Anti-corruption bodies and other government authorities will execute the operational action plan for its implementation, which has been developed for 2026–2028. It provides for the implementation of a series of information and awareness campaigns regarding anti-corruption measures in the context of Ukraine's European integration, in the sectors of defense and reconstruction; methods for reporting corruption; highlighting the key results of the state anti-corruption policy and shaping a narrative on the systemic and long-term outcomes of Ukraine's anti-corruption efforts; popularizing state services and initiatives that have an anti-corruption effect, among others.
Specifically, plans include developing an information and analytical platform (a public dashboard) on the dynamics of Ukraine's indicators in key international and regional indexes, rankings, and reports; interactive products, training simulators, and tests on the use of practical anti-corruption tools, as well as conducting media monitoring to counter disinformation narratives.
The implementation of the Strategy will allow for the continuation and improvement of cooperation between government authorities and civil society organisations to establish balanced communication in the field of prevention and counteraction of corruption, promote alternatives to corrupt practices, and foster a culture of reporting corruption. This will contribute to changing behavioural models among citizens and reducing the share of the population and businesses with personal experience of corruption.
The document was developed by experts from the National Agency on Corruption Prevention (NACP) in fulfilment of the clauses of the Roadmap on the Rule of Law within the framework of the negotiation process on Ukraine's accession to the European Union.
The NACP commenced work on the draft Strategy in May 2025 and conducted a series of working meetings with representatives of non-governmental organisations, creative agencies, media experts, communication departments of ministries and other central executive authorities, bodies, and institutions, as well as a public consultation on the developed draft.

As a reminder, on December 22, 2023, the Cabinet of Ministers of Ukraine adopted Resolution No. 1203 "On the Approval of the Communications Strategy in the Field of Prevention and Counteraction of Corruption for the Period Until 2025 and the Approval of the Operational Action Plan for its Implementation". The document was developed in fulfilment of the State Anti-Corruption Program for 2023–2025 (SAСP).
