Tax inspector in Kyiv found guilty of financial control violations exceeding UAH 1.5 million

The Shevchenkivskyi District Court of Kyiv has found a chief state inspector of the Main Directorate of the State Tax Service in Kyiv guilty of deliberately submitting false information in the declaration of a person authorised to perform state or local government functions. The official's actions were classified under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offences.

The court issued the relevant decree following a review of an administrative protocol prepared by officers of the Strategic Investigations Department in Kyiv of the National Police of Ukraine, based on materials from a declaration-completeness audit conducted by the National Agency on Corruption Prevention (NACP).

During the audit, NACP authorised officials established that the officer failed to declare his share of an apartment in the capital. The total amount of false information exceeds UAH 1.5 million.

The court imposed an administrative penalty on the offender in the form of a fine amounting to UAH 17,000.

Furthermore, over the past week, based on the results of processing audit materials regarding the completeness of declarations conducted by the NACP, law enforcement agencies:

  • Filed an indictment in court against a chief specialist of the Main Directorate of the State Treasury Service of Ukraine in the Lviv region (Part 1 of Article 366-2 of the Criminal Code of Ukraine). In the 2023 declaration, the official provided false information amounting to over UAH 2.8 million;
  • Drew up a protocol regarding a deputy of the Rozvadiv Village Council (Lviv region) in connection with the discovery of false information in the 2024 declaration amounting to over UAH 2.1 million. The materials have been sent to the court.

Also, based on the results of audits conducted last week, the NACP identified signs of declaring false information and violations of financial control requirements and sent substantiated conclusions to the National Police and the Office of the Prosecutor General regarding:

  • A deputy of the Olhopil Village Council (Vinnytsia region) - false information exceeding UAH 2.3 million was detected in the 2024 annual declaration (Part 1 of Article 366-2 of the Criminal Code of Ukraine);
  • A police officer of the Boryspil District Police Department (Kyiv region) - false information exceeding UAH 5.9 million was detected in the 2024 annual declaration (Part 1 of Article 366-2 of the Criminal Code of Ukraine);
  • A deputy of the Khmeliv Village Council (Sumy region) - false information exceeding UAH 1.3 million was detected in the 2024 annual declaration (Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offences).

Disclaimer: According to Part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until their guilt is proven through legal procedure and established by a court's verdict of guilty.
