The NACP is ready to restore mandatory electronic declaration and reporting of political parties. The public and international partners are now waiting for a corresponding decision on the restoration of declaration. This was noted by the Head of the National Agency on Corruption Prevention (NACP) Oleksandr Novikov during meetings with the European Commission Director-General for Neighbourhood and Enlargement Negotiations (DG NEAR) Gert Jan Koopman and with the Managing Director for Russia, Eastern partnership, Central Asia, Regional cooperation and OSCE of the European External Action Service Michael Siebert in Brusseles.
"Electronic declaration is a key tool for preventing corruption. Every year, more than 700,000 officials must report on their property and assets. The heroic actions of our military and the liberation of a large part of the country from the occupiers allow us to resume this process already now, so we expect a relevant decision of the Parliament in the near future", - Oleksandr Novikov said at a meeting with Gert Jan Koopman.
Ukraine, within the framework of the Memorandum with the International Monetary Fund, undertook to fulfill a number of requirements, including the restoration of the mandatory declaration of the assets of officials. According to the document, the corresponding law should be adopted by the end of July 2023.
In particular, the Head of the NACP assured the representative of the European External Action Service, Michael Siebert, that Ukraine is ready for legislative regulation of lobbying, which will ensure transparency and accountability in the political processes of the state.
"Ukraine continues its path of reforms and fight against corruption despite the war and terrible crimes against humanity committed by Russia on our land. We fight for the values of democracy not with words, but with actions. The war did not stop our state from adopting the Anti-Corruption Strategy until 2025 and the Program for its implementation. The implementation of the State Anti-Corruption Program (SACP) at all levels of state power should demonstrate to the European Union our determination and uncompromisingness in the anti-corruption direction. On this path, the issue of adopting a law on lobbying also arises, as this is one of the key recommendations of the Council of Europe - the Group of States against Corruption (GRECO) to Ukraine. Ukraine is ready for this, and support for such a decision is beginning to be felt both in the parliament and among the public", - said the Head of the NACP.
Oleksandr Novikov added that the corresponding law on the regulation of lobbying can be adopted by the end of this year and will provide for the creation of a "Transparency Register", with the help of which every citizen will be able to see who and whose interests are represented, as well as how it affects various spheres of the state.
"The NACP is a leader in the implementation of anti-corruption IT tools. The public and international partners will be able to follow the implementation of the SACP by the responsible bodies on a special portal developed by the NACP. After the adoption of the law on lobbying, the "Transparency Register" will be created in a similar way, which will become a powerful tool of public control over state processes", - said the Head of the NACP.
