Strengthening good governance in Ukraine's defense sector: NACP representatives participate in CIDS Project partner meetings

On March 6-8, 2024, a delegation consisting of representatives of the National Agency on Corruption Prevention (NACP), the Ministry of Defence of Ukraine, the National Agency of Ukraine on Civil Service (NACS) and the Scientific Center for Building Integrity and Prevention of Corruption in the Security and Defence Sector of the National University of Defence of Ukraine (BITEC) took part in the seminar "Building Integrity in the Defence Sector of Ukraine in 2024-2027" (Brasov, Romania). The event was co-organized by the Center for Integrity in the Defense Sector at the Norwegian Ministry of Defense (CIDS) and the Regional Department for the Study of Defense Resources Management (DRESMARA).

The seminar became a platform for sharing experience in implementing integrity development standards in the defense sector by developing effective legal practices and procedures aimed at minimizing the corruption component. During the visit, a number of bilateral meetings were held and a joint action plan was agreed upon regarding 

  • a general mechanism for preventing corruption in the defense sector;
  • human resources management and military personnel policy;
  • good governance in defense procurement.

Marta Ivashkiv, Head of the Department for Implementation of International Security and Defense Standards, and Andriy Teteruk, Deputy Head of the Department - Head of the Department for Risk Analysis in the Security and Defense Sector, Security and Defense Integrity Policy Development Directorate, presented the role of the NACP in the system of corruption prevention and building integrity, as well as possible areas of cooperation with CIDS in the context of the NACP's agenda.

In addition, representatives of the National Agency joined the discussion of aspects of Euro-Atlantic integration and good governance in Ukraine, learned about Romania's experience in implementing NATO standards in military personnel policy and mechanisms for strengthening integrity in this area. One of the topics of discussion was also the specifics of reconstruction in Bosnia and Herzegovina and the impact of military operations on good governance in that country.

"The full-scale aggression against Ukraine has triggered fundamental changes in our defense sector. These systemic transformations are taking place in abnormally difficult conditions, but all institutional processes must be of the highest quality and efficiency, so we need the foreign experience of our partners. At the same time, over the past few years, Ukraine has gained its own unique experience - from identifying corruption risks in defense legislation to building integrity in defense procurement - which is clearly useful for the joint efforts of the allies to create sustainable mechanisms to counter real military aggression," said Andriy Teteruk. 

Representatives of CIDS and DRESMARA presented the project's work in Ukraine, opportunities for future cooperation and highly appreciated our country's efforts to build integrity in the defense sector and other key areas.

The Center for Integrity in the Defense Sector (CIDS) was established in 2012 at the initiative of the Norwegian Ministry of Defense. It is an advisory body that is now an integral part of the Norwegian Ministry of Defense. 

CIDS seeks to develop and strengthen professional integrity and good governance in the defense and security sectors. CIDS' approach is comprehensive, and its team of experts uses a variety of tools in its efforts to build competence, raise awareness and reduce the risk of corruption.

The Regional Department for the Study of Defense Resources Management (DRESMARA) is a higher education institution funded by the Romanian Ministry of National Defense and subordinated to the Commander (Rector) of the National University of Defense "Carol I". DRESMARA is officially accredited by NATO as one of 33 Partner Training and Education Centers (PTECs).
