NACP Head takes part in discussion of corruption risk management in reconstruction at OECD Anti-Corruption Task Force Meeting

The Head of the National Agency on Corruption Prevention (NACP), Viktor Pavlushchyk, took part in the Plenary Session of the Anti-Corruption Task Team (ACTT) of the Organization for Economic Cooperation and Development (OECD) in Vilnius, Lithuania. The session was devoted to developing a common understanding of the real and perceived risks of corruption in the context of Ukraine's realities. Participants emphasized the importance of establishing a dialogue on existing and potential strategies for managing corruption risks in the implementation of ODA projects and programs (government assistance that promotes economic development and welfare of developing countries) in order to find opportunities for improvement. 

The event was moderated by Stefanie Tegemann, Chief Economist at GIZ Europe, Mediterranean and Central Asia. The meeting was also attended by Svitlana Kolomiyets, Transparency in Recovery Team Leader of the USAID and UK International Development Project "Promoting Integrity in the Public Sector in Ukraine (Pro-Integrity)", Alexandra Habershon, Program Manager and Global Head of Anti-Corruption Governance Practices at the World Bank, and Oksana Hus, Policy Analyst at the OECD Directorate for Public Administration.

Mr. Pavlushchyk emphasized the results achieved by Ukraine in developing a legal framework to strengthen anti-corruption legislation. "In recent years, Ukraine has made significant progress in bringing its legal framework in line with international standards, in particular, EU, GRECO and OECD standards. A key element of this progress is Ukraine's participation in the Public Integrity Indicators initiative and in the Anti-Corruption Policy and Integrity Review of Ukraine, which is an integral part of the OECD Program Action Plan for Ukraine. By joining the OECD's comprehensive programs, this work provides valuable expertise and recommendations that will guide policy-making and reforms in Ukraine, especially in the development of a new State Anti-Corruption Program for the period after 2025," said NACP Head.

He outlined the key areas of implementation of the State Anti-Corruption Program of Ukraine for 2023-2025, namely the defense sector, justice, regulatory and antimonopoly policies, management of state-owned enterprises, business integrity, infrastructure, land management, and construction. The NACP Head named the main corruption risks Ukraine is currently facing and emphasized the importance of strategic implementation of anti-corruption measures within the framework of the State Anti-Corruption Strategy and the need to strengthen partnership with international donors to effectively manage these risks.

Participants of the Plenary Session emphasized the need for effective management of corruption risks in Ukraine. Through further cooperation and adherence to international standards, Ukraine aims to build a transparent and sustainable system of governance that will contribute to achieving its long-term goals.
