First lobbying reporting campaign completed: key results

The first lobbying reporting campaign ended on February 1, 2026. During the past half-year, the most popular areas of lobbying were "financial, banking, tax, and customs policy," "economic development, regulatory policy, and property," and "environmental policy and nature management."

In total, since the launch of the lobbying institute in Ukraine on September 1, 2025, as of December 31, 2025, 132 individuals/entities acquired the status of lobbying subjects. Of these, 5 ceased their activities, and 1 suspended them.

According to the results of the reporting campaign, in their reports for the second half of 2025, lobbying subjects declared, in particular:

  • 298 subjects of lobbying (regulatory acts that were the target of influence);
  • 272 objects of lobbying (state bodies, local self-government bodies, other entities with the authority to adopt regulatory acts, and their officials who were contacted by lobbyists);
  • 380 meetings and communications with officials holding responsible or especially responsible positions;
  • 10 agreements on the provision of lobbying services;
  • 168 clients/beneficiaries of lobbying.

However, not all lobbying subjects that acquired their status between September 1 and December 31, 2025, fulfilled the obligation stipulated by the Law of Ukraine "On Lobbying" — 11 out of 132 lobbyists failed to submit a report on their activities to the Transparency Register.

It should be noted that the Code of Ukraine on Administrative Offences provides for administrative liability for the non-submission or late submission of a lobbying report to the Transparency Register in the form of a fine ranging from 50 to 100 tax-free minimum incomes of citizens. In the case of a repeated violation, the fine ranges from 300 to 400 tax-free minimum incomes, along with a one-year ban on lobbying activities. Within its powers, the National Agency will take measures to bring to administrative liability those persons who did not submit a lobbying report within the timeframe established by Law (by January 31, 2025).

We remind you that lobbyists now have the opportunity to fill out a draft lobbying report for the first half of 2026 in their personal electronic cabinet of the Transparency Register. The draft report is not displayed in the public section of the Register until it is officially submitted.
