Growing challenges and unchanged staffing: why the NACP needs to strengthen its institutional capacity

On October 22, 2025, the Government approved an increase in the maximum number of employees of the National Agency on Corruption Prevention (NACP) from 408 to 433. This decision aims to ensure the Agency’s effective performance amid the constant growth of workload and the requirements of international partners within Ukraine’s European integration process.

Despite the suspension of open competitions, the NACP continues to recruit personnel — since the beginning of 2025, it has received nearly 4,000 résumés, averaging more than 90 candidates per vacancy.

Since the “relaunch” of the NACP in 2019, the number of tasks and functions has steadily increased. However, the staff size remained unchanged for six years, which jeopardized the Agency’s ability to perform its duties effectively. Among the powers added during this period are:

  • Since June 2023, the NACP has been designated as the National Coordinator for Ukraine’s cooperation with NATO in the field of integrity building.
  • Since 2023, the Agency has ensured the operation of the Information System for Monitoring the Implementation of State Anti-Corruption Policy (ISM SACP) to monitor and assess the effectiveness of the Anti-Corruption Strategy.
  • Since September 1, 2025, the Agency has been responsible for operating the Transparency Register, monitoring compliance with legislation, and providing advisory clarifications in the field of lobbying. In addition, the NACP is now authorized to issue prescriptions and draw up protocols on offenses in this field.

The NACP also administers the Unified State Register of Declarations of Persons Authorized to Perform the Functions of the State or Local Self-Government (Register of declarations), the Unified State Register of Persons Who Committed Corruption or Corruption-Related Offenses (Violators Register), the Unified State Register of Political Party Financial Reports (POLITDATA), and the Unified Whistleblower Reporting Portal.

International partners have repeatedly emphasized the insufficiency of the NACP’s human resources.

The OECD’s Integrity Review highlighted that the sustainable development of anti-corruption bodies requires adequate human and financial resources.

The European Commission, in the screening report for the first negotiation cluster “Fundamentals,” under the section “Fight against Corruption. Strategic and Legislative Framework,” noted that the Agency’s human and financial resources remain insufficient despite previous recommendations. The Commission stressed that to effectively fulfill its mandate, the NACP must strengthen its staffing capacity and increase the level of remuneration.

In May 2025, to support Ukraine’s EU accession negotiation process, the Government approved the Rule of Law Roadmap within the First Negotiation Cluster on EU accession. This document sets out direct and urgent requirements to strengthen the NACP’s human capacity, including:

  • Providing resources for the implementation of the State Anti-Corruption Policy (SACP): ensuring sufficient human and financial resources for the proper implementation of SACP measures.
  • Continuously ensuring that the NACP has adequate human resources and a competitive level of employee remuneration.

These measures, aimed at ensuring the Agency’s independence and effectiveness, are to be implemented starting from the first quarter of 2025.

The Government’s decision to expand the NACP’s staff is a direct fulfillment of Ukraine’s commitments within the EU accession negotiation process. It enables the Agency to build up its human potential in line with the growing scope of its tasks and international standards, while meeting the requirements on Ukraine’s path toward European integration.
